Update git submodules

* Update docs/submodules/releng-xci from branch 'master'
  - bifrost: Always deploy Ironic from master

    The Ironic components are currently being installed from PIP but we
    should install them from the git repo instead so we can always try
    the latest code from master or the pinned version when such
    functionality is implemented.
