Update git submodules

* Update docs/submodules/functest from branch 'master'
  - Merge "Download Functest's upper-constraints.txt"
  - Download Functest's upper-constraints.txt

    It also removes all temporarily files [1] and reuses OPENSTACK_TAG
    and BRANCH args.
