Base templates and directory structure for Genesis

Base templates and directory structure for Genesis

Base templates to articulate requirements which
are common and are to be followed by all installers
participating in Genesis. Template provided:
 * Requirements for common system components
 * Requirements for a common user experience
In additon, a high level directory structure is
put in place - to allow for later easy migration
of current BGS/Genesis common files.
