Update vHello_Tacker for Danube/Newton part 2

JIRA: MODELS-23
Move install to /opt/tacker.
Update tacker conf.
Various fixes.
Clarify that Ubuntu or Centos can be used for the Tacker install.
Change Mitaka ref to Newton.
