Update web portal for 2018.08 results

Extending the web portal to handle OVP 2018.08 results. This includes
the following changes:

* the 2018.08 result file format has changed according to
  https://gerrit.opnfv.org/gerrit/#/c/58903/

* a new testcases.json which has been automatically created.
