Update git submodules

* Update docs/submodules/releng from branch 'master'
  - Merge "jjb/releng: fix compass-container $DOCKERFILE"
  - jjb/releng: fix compass-container $DOCKERFILE

    Use default $DOCKERFILE setting from downstream projects.
