Fixing apex build system CentOS-7-1511 not found

The build system is broken since CentOS-7-1511 is
not found on the mirror http://mirrors.cat.pdx.edu.

1511 is deprecated as written in:
http://mirror.pregi.net/centos/7.2.1511/readme
