Enable tempest offline by use_custom_images=True

1. The image cirros or testvm is required for tempest.conf to run
   tempest testcases.
2. If no images are created in openstack, which just match the
   img_name_regex (default="^.*(cirros|testvm).*$"), it is needed to
   download cirros image online.
