Update git submodules

* Update docs/submodules/releng from branch 'master'
  to a5e79d9e10b731da7a7175541ef6ddd39fdf852c
  - Merge "[barometer] Update the collectd-latest container name"
  - [barometer] Update the collectd-latest container name

    The collectd branch nam master was change to main. In Barometer, we changed
    some references to reflect this, and renamed the barometer-collectd-master
    container to barometer-collectd-latest. [1]

    This updates the container build/publish job to reflect this change.
