Update git submodules

* Update docs/submodules/fuel from branch 'master'
  - Merge "Enable barbican itegration on compute nodes"
  - Enable barbican itegration on compute nodes

    Configure barbican for cinder-volumes and nova-compute
    to use encrypted volumes
    Disable default glance image signature verification with
    barbican enabled
