Update git submodules

* Update docs/submodules/releng from branch 'master'
  - Merge "Rectify inter-job blocking strategy"
  - Rectify inter-job blocking strategy

    In order to completely solve the job interfer problem [1], this PS
    does:
    1) Block the right job by changing {installer}-(merge|verify)-.*
    to {alias}-(merge|verify)-.*.
    2) Let daily-build, verify-build, and merge-build to block each
    other.
