Skip VolumeBackupRestoreIntegrationTest in temptest_heat

It's linked to vbd which is false in many cases [1].
e.g. IMAGE_PROPERTIES=hw_scsi_model:virtio-scsi,hw_disk_bus:scsi

Enabling it requires upstream changes to configure the right device.
