Update git submodules

* Update docs/submodules/functest from branch 'master'
  - Merge "More Unit Tests for ci directory"
  - More Unit Tests for ci directory

    This patch adds more unit tests for ci/prepare_env,
    ci/run_tests and ci/tier_handler to reach the coverage
    more than 80%
