Update git submodules

* Update docs/submodules/dovetail from branch 'master'
  - Add release notes for OVP 2018.01 / Dovetail 1.0.0

    - Second pass
    - Incorporated most comments
    - Added missing links for participation form, governance guidelines,
    terms & conditions
    - Added links for test collection framework and testscope

    - Initial draft of release notes
