Update git submodules

* Update docs/submodules/releng from branch 'master'
  - Merge "Restrict RTD Verify and Merge jobs to Releng"
  - Restrict RTD Verify and Merge jobs to Releng

    By default the rtd jobs from global-jjb trigger against all projects.
    Setting 'project-pattern' to releng will restrict it to just the releng
    project.
