Update git submodules

Update git submodules

* Update docs/submodules/fuel from branch 'stable/euphrates'
  - Merge "deploy.sh: Retire simplest scenario fallback" into stable/euphrates
  - deploy.sh: Retire simplest scenario fallback

    Previously, when a requested scenario was missing, we used to default
    to the simplest scenario.
    Now that we have a critical mass of scenario definitions, retire
    this fallback mechanism.
