Update git submodules

* Update docs/submodules/sdnvpn from branch 'master'
  - Merge "Local Documentation Builds"
  - Local Documentation Builds

        This adds configuration for performing local documentation builds
        with the following simple command:

        tox -e docs

    added index.rst so that docs build succsesfully
