Update git submodules

* Update docs/submodules/apex from branch 'master'
  - Merge "Adds OS_REGION_NAME into overcloudrc files"
  - Adds OS_REGION_NAME into overcloudrc files

    Although this is not required to be able to access overcloud, it is
    required by some tests in Functest.
