Update git submodules

* Update docs/submodules/fuel from branch 'stable/euphrates'
  - Merge "[virtual] Apply nova controller state twice" into stable/euphrates
  - [virtual] Apply nova controller state twice

    In order to complete broken database sync run
    nova state on controller one more time.
