Update git submodules

* Update docs/submodules/releng from branch 'master'
  - Merge "change dovetail CI jobs on Apex"
  - change dovetail CI jobs on Apex

    1. Run test suite ovp.1.0.0 on Apex with even 'BUILD_NUMBER'
       for scenario nosdn-nofeature and bgpvpn.
    2. Run test suite proposed_tests on Apex with odd 'BUILD_NUMBER'
       for scenario nosdn-nofeature and bgpvpn.
