Update git submodules

* Update docs/submodules/releng from branch 'master'
  - Merge "[Compass4NFV] Add blocking jobs"
  - [Compass4NFV] Add blocking jobs

    Compas4nfv support k8s and openstack.
    The blocking jobs need include the k8s.
