Update git submodules

* Update docs/submodules/dovetail from branch 'master'
  to bfc54b0a88126c51b667fcd83d56233009c5d07e
  - Add Functest Networking SFC tests

    Add in the Dovetail project the networking-sfc tests
    which are part of Functest project (functest-smoke container).
