f_repobuild/Makefile: Use python-debian from pip.

Currently, Ubuntu Trusty provides a broken python-debian package,
that fails to parse foreign architecture (package:any) relationships.

Purge debian package and let pip resolve this dependency, using a
newer version from pypi.
