Update git submodules

* Update docs/submodules/sdnvpn from branch 'master'
  - comment setup quagga playbook

    In order to enable verify jobs in XCI for sdnvpn, commenting quagga
    install playbook until its upstream review
    (https://review.openstack.org/#/c/523907/) is merged
