Update git submodules

* Update docs/submodules/releng from branch 'master'
  - Merge "Remove Copper and refs to Copper"
  - Remove Copper and refs to Copper

    Issue-ID: COPPER-37, COPPER-38, COPPER-40

    Copper was terminated so removing build files and refs to the
    copper project. A ticket has been submitted to the OPNFV
    Helpdesk to make the Copper repo read-only.
