Update git submodules

* Update docs/submodules/releng from branch 'master'
  - Merge "Add Clover gambia rtd job"
  - Add Clover gambia rtd job

    - The docs aren't rebuilding for Clover on stable/gambia
    - Assumption here is that this will remedy
