Update git submodules

* Update docs/submodules/dovetail from branch 'master'
  - Update python requirements

    JIRA: DOVETAIL-754

    This patch removes unused python requirements and updates the versions
    of the remaining to be equal with upper constraints of OpenStack
    Queens version.
