Update git submodules

* Update docs/submodules/releng from branch 'master'
  - Merge "Set Git SCM Defaults prior to JJB 1.6.2 upgrade"
  - Set Git SCM Defaults prior to JJB 1.6.2 upgrade

    Though these defaults match what Jenkins defaults to, we don't want to
    get any surprises.
