Update git submodules

Update git submodules

* Update docs/submodules/releng from branch 'master'
  - Merge "[dovetail] remove the stream check for fuel"
  - [dovetail] remove the stream check for fuel

    Now it set that only running Dovetail jobs on Fuel fraser.
    Remove the check item.
    The mandatory test cases will run on all ha scenarios.
    The optional test cases only need to run twice a week on ha scenarios
    to save the time.
