Update git submodules

Update git submodules

* Update docs/submodules/releng-xci from branch 'master'
  - Merge "Do not execute ironic node-list"
  - Do not execute ironic node-list

    This command has been removed in order to solve the issue
    caused by executing the command outside of venv. Apart from
    that, it doesn't add much value to the process in general either.
