Update git submodules

* Update docs/submodules/snaps from branch 'master'
  - Refactoring of QoSSettings to extend QoSConfig

    QoSSettings and cinder_utils have a runtime cyclical
    dependency. This patch reduces this dependency and
    deprecates the QoSSettings class.
