Update git submodules

Update git submodules

* Update docs/submodules/functest from branch 'master'
  - Temporarily disable doctor-notification

    It's currently forbidding gating all APEX' scenarios [1] (even
    os-nosdn-nofeature-* [2]). It will be enabled when it's fixed or when
    functest jobs are rewritten [3]
