Update git submodules

* Update docs/submodules/releng-xci from branch 'master'
  - Merge "Fix permissions on SUSE network script"
  - Fix permissions on SUSE network script

    We were not getting the eth12 interface in the computes because the
    network-config-suse file did not have executable rights:

    -rw-r--r-- 1 root root   300 Nov  9 14:40 network-config-suse
