Update git submodules

* Update docs/submodules/fuel from branch 'master'
  - Merge "[baremetal] Migrate public bridge to ovs"
  - [baremetal] Migrate public bridge to ovs

    Get rid of "ovs-to-linux" links, instead of this setup native ovs
    bridge for public interface and link it with neutron external bridge.
