Update git submodules

* Update docs/submodules/functest from branch 'master'
  - Merge "Unlink Energy from functest utils and constants"
  - Unlink Energy from functest utils and constants

    It requires an update of releng jobs which have to export
    ENERGY_RECORDER_API_URL = http://energy.opnfv.fr/resources
