Update git submodules

* Update docs/submodules/releng from branch 'master'
  - Merge "Apex: Enables verify trigger for ci directory"
  - Apex: Enables verify trigger for ci directory

    We were missing triggering on the ci/ path in our Apex repo.  This
    contains some code and a file we use to trigger verify jobs for
    dependent patches.
