Update git submodules

Update git submodules

* Update docs/submodules/functest from branch 'master'
  - Create a second user in cloudify_vrouter

    It mainly bypasses a bug when a similar network name has already been
    created.

    We can't apply the same operations for cloudify_vims because the key
    must be created by the _member_ user.
    Snaps haven't allowed that since [1] has been merged
