Update git submodules

* Update docs/submodules/fuel from branch 'master'
  - [noha] Align package repositories on all the nodes

    * replace UCA repo with MCP one on the remaining nodes
    * clean up haproxy out-of-use frontends:
      - Nova EC2 API
      - Glare API
