Update git submodules

* Update docs/submodules/releng from branch 'master'
  - Fix SFC Verify Job Virtualenv Location

    '/var/cache' isn't writable by others, but /var/tmp should be.

    Also fixed the issue of not sourcing 'activate' within the bin path.
