Update git submodules

* Update docs/submodules/releng from branch 'master'
  - Merge "Remove LaaS Container build for RabbitMQ"
  - Remove LaaS Container build for RabbitMQ

    LaaS is using the upstream rabbitmq container now, so there is no need
    for this build.
