Make segmentation_id configurable for tc_heat_rfc2544_ipv4_1rule_1flow_64B_trex

Updated vfw/tc_heat_rfc2544_ipv4_1rule_1flow_64B_trex.yaml TC to be
able to configure segmentation_id from commmand line.

E.g.:
  yardstick -d task start --task-args='{"provider": "sriov", \
    "segmentation_id": 100}' ...
