Update git submodules

* Update docs/submodules/fuel from branch 'stable/euphrates'
  - Merge "[virtual] Horizon: server: secure = False" into stable/euphrates
  - [virtual] Horizon: server: secure = False

    Horizon login fails due to CSRF_COOKIE_SECURE being set when no SSL
    is available.

    JIRA: FUEL-297
