Update git submodules

* Update docs/submodules/releng from branch 'master'
  - Merge "Email a monthly repo archives link to OPNFV Legal"
  - Email a monthly repo archives link to OPNFV Legal

    Each month we are asked for a copy of all the repositories for license
    scanning. Sending out a link to this archive will save them from having
    to ask.
