Update git submodules

* Update docs/submodules/apex from branch 'master'
  - Merge "Removes OC condition in dhcp-all-interfaces"
  - Removes OC condition in dhcp-all-interfaces

    Due to this condition, a non-first ctlplane NIC may fail to come up in
    deployments, causing deployment to fail.  This is a temporary workaround
    until the proper fix can be merged:
