Update git submodules

* Update docs/submodules/releng from branch 'master'
  to 3ae0899660f36aab2fd5dc8345f34932db259a4e
  - Add basic job for Kuberef verification

    Create a basic 'no-op' verification job for the kuberef project to
    cast "Verified+1" votes on patches.

    Also removes 'build-node' from the gerrit-info-yaml-verify job as that
    node does not exists in OPNFV.
