Update git submodules

* Update docs/submodules/fuel from branch 'stable/fraser'
  - Merge "Update qemu/libvirt on compute nodes" into stable/fraser
  - Update qemu/libvirt on compute nodes

    Get qemu package with fix of TSC frequency mismatch between instance
    and host which breaks up nova pause/unpause operation.
