Update git submodules

* Update docs/submodules/releng from branch 'master'
  - Merge "[fuel] Remove vping_ssh testcase"
  - [fuel] Remove vping_ssh testcase

    Now healthcheck includes vping_ssh, so remove it as a dedicated test
    for verifying patches on gerrit to avoid double checking.
