Update git submodules

* Update docs/submodules/releng from branch 'master'
  - Merge "Update the postscriptbuild usage"
  - Update the postscriptbuild usage

    when we want to trigger the scipt only when previous builders fail, we
    should also set the other macro 'script-only-if-succeeded' to false, the
    default value is true.

    script-only-if-succeeded: false
    script-only-if-failed: true
